ISO/IEC 10646:2003 was published in April 2004. As ideographic characters in the ISO/IEC 10646:2003 are the same as those in the ISO/IEC 10646-1:2000 cum ISO/IEC 10646-2:2001, the columns "ISO/IEC 10646-2:2001" in the following tables are also applicable to the ISO/IEC 10646:2003.

Big-5 Compatibility Table

All the Government Common Character Set (GCCS) characters in the HKSCS-2004(Compatible to HKSCS-2001) are to retain their original code points. However, the following kinds of GCCS characters are not included in the HKSCS-2001:
- Characters found as variants of other characters in Big-5 are unified;
- Characters not verifiable.
To maintain backward compatibility, the original code points occupied by these characters are still reserved in the HKSCS-2001 as compatibility points.

ISO 10646 Compatibility Table

In some existing ISO 10646-compliant systems, the code points in the UDAs of Big-5 are directly mapped to the PUA of ISO 10646 although all of the HKSCS-2001 characters concerned are already defined in ISO/IEC 10646:2003 and its Amendment 1. In order to maintain backward compatibility with such systems, the PUA code points of those HKSCS-2001 characters which are already defined in ISO 10646 are not reassigned to other characters and are reserved as compatibility points. Moreover, most of the HKSCS-2001 characters defined in the PUA of ISO/IEC 10646-1:1993 or ISO/IEC 10646-1:2000 have become standard characters in ISO/IEC 10646-2:2001. The compatibility points can also maintain backward compatibility between versions of ISO 10646.
