Tenders invited to provide public services on-line

Members of the public will be able to transact business with Government electronically when the Electronic Service Delivery scheme (ESD) is rolled out in the latter half of next year.

In a notice published in the Gazette today (Friday), the Government is calling for tender for the supply of the ESD system. The first phase of the scheme covers the services of 10 departments and public agencies.

Examples of specific services available through the ESD scheme are :

  - tax payment, submission of simple tax return by individuals, change of taxpayers' particulars, application for business registration certificate, and purchase of tax reserve certificates;
  - booking appointment for identity card registration, application for search and copy of birth/death/marriage certificate, and notification of pre-mature termination of contracts of imported workers/ domestic helpers from outside Hong Kong;
  - job vacancy database search by job seekers, submission of job vacancy by employers, and search of suitable job applicants by employers;
  - application for renewal of driving licence and vehicle licence, road test appointment booking for repeaters, vehicle examination appointment booking, and change of address for holders of driving licence or vehicle licence;
  - voter registration and change of address of registered voters;
  - change of ratepayers' or rentpayers' particulars;
  - business licence information enquiry, application to funding schemes for industry support, and information and enquiry service targeted at small-and-medium sized enterprises;
  - application for senior citizen card and volunteer schemes registration, and application for participation in the senior citizen card scheme;
  - payment of Government bills, e.g. rates, Government rent and water charges; and
  - computerised map enquiry system for tourists and tourist information look-up.

"Through ESD, members of the public will be able to obtain services securely and in a seamless manner through a single common interface at a place and time which are more convenient to them," a spokesman for the Information Technology and Broadcasting Bureau (ITBB) said.

"This will also enable departments to cope with increasing service demand in the Information Age in a more cost-effective manner, thus leading to enhanced productivity."

Copies of the tender forms are available at the Government Supplies Department, North Point Government Offices; the Central & Western District Office, Harbour Building, Central; and the Yam Tsim Mong District Office, Mong Kok Government Offices, Kowloon.

Further details on the tender exercise are obtainable from the Information Technology Services Department at Wanchai Tower, as well as on the home pages of ITBB (http://www.info.gov.hk/itbb) and the Government Supplies Department ( http://www.info.gov.hk/gsd/tender.htm ).

All tenders should be addressed to the Chairman, Central Tender Board, and placed in the Government Secretariat Tender Box, lower ground floor, Central Government Offices (East Wing), 20 Lower Albert Road, before 12 noon on 9 April 1999.

ITBB will give a briefing on the tender exercise to prospective tenderers on 3 February 1999 at the Civil Service Training and Development Institute at the North Point Government Offices.

"We expect to award the ESD contract by September 1999, with a view to launching the first phase of the scheme in the latter half of 2000," the spokesman said.
