Government strives to provide one-stop-shop services

The Government is fostering a new culture of collaboration
where departments will work together to provide integrated
and seamless service to Government officers internally and
to the public at large.
The Director of Information Technology Services, Mr Lau Kam-hung,
said this at the opening of a conference on the application,
opportunities and benefits of government portals for senior
civil servants. The conference is organised by the Information
Technology Services Department (ITSD) today (April 20).
"The use of IT has become an integral part of the business
of each Government bureau and department. Through the use
of Internet technologies, the Government has built a foundation
for e-Business development within and outside the Government,"
said Mr Lau.
"Portal technology is one of those that will enable us to
improve our services and conduct transactions among government
departments, with the public, business and our colleagues."
"The concept of e-Government at its heart is the global approach
to managing government services through process re-engineering
and developing a new mode of public service delivery. The
support from senior departmental managers is essential as
they will play an increasingly important role in the transformation
process," he said.
The Government has made use of portal technology to showcase
e-Business development with the launch of the Central Cyber
Government Office (CCGO) in August 2000 and the Electronic
Services Delivery Scheme (ESD) in December 2000.
CCGO is an Intranet platform for government-wide electronic
services and dissemination of information within the government.
ESD is an Internet platform to provide a wide range of services
which the public can acquire 24 hours a day, seven days a
week.
The theme of today's conference is "Government through the
Portal". Representatives from the Information Technology and
Broadcasting Bureau spoke on the Government's strategy on
e-Government. Other speakers both local and overseas talked
about their experience in using portal technology in transforming
to e-Government.
The seminar organised by the ITSD today is another move to
promote the awareness of the application, opportunities and
benefits of government portal to the civil servants in order
to provide one-stop-service to the public. More than 400 participants
have enrolled for the conference.
