ITSD assures strengthened co-operation with IT industry

The Information Technology Services Department (ITSD) will continue to strengthen its co-operation with the information technology (IT) industry in the implementation of various IT initiatives of the Government.

The Director of Information Technology Services, Mr Alan Wong Chi-kong, said this to the participants of the ITSD Networking Hour who were representatives from the IT industry, professional bodies, academia and other government bureaux and departments today (September 28).

The ITSD Networking Hour, a regular event of the department, provides an opportunity for the exchange of ideas between the IT industry players and the ITSD so that needs and concerns of the industry could be better addressed.

Sharing with the participants the latest development of some major government IT initiatives, Mr Wong said, "With the increasing momentum of the Government's IT outsourcing strategy, we are now inviting tenderers for assignment-based IT services."

"Under a new arrangement, the Information Technology Professional Services Arrangement (ITPSA), we aim to engage as many as 26 contractors."

"Our objectives are to increase participation in government IT projects by the industry, to enhance our capability for IT services delivery and to accelerate the delivery of IT solutions."

"We believe that the ITPSA will not only provide wider choices to user departments and widen the business opportunities for the IT industry, but also enhance service quality of IT projects and lower their costs through healthy competition," he said.

Mr Wong noted that another major government IT tender which was being processed was the Smart Identity (ID) Card System for the Immigration Department.

He said, "We need the smart card solution with multi-application capacity to support both Immigration Department's own business activities and other non-ID applications."

In pursuance of the e-government strategy, Mr Wong pointed out that the Government was developing an Interoperability Framework in the Government Systems Architecture to support future e-government applications.

This Framework is essential to maintaining interoperability while allowing end-users the freedom to choose from different architecture, hardware and system software. It also facilitates integration of applications to provide client-centric services.

The Government plans to implement this Framework by mid-2002. It is believed that the Framework will help the industry assess the government market and tailor their products and services to suit the Government's needs.
