Beijing forum introduced with HKSARG IT initiatives

The Director of Information Technology Services, Mr Alan Wong
Chi-kong, introduced the initiatives on information technology
(IT) of the Hong Kong Special Administrative Region Government
(HKSARG) in a forum held in Beijing today (October 11).
The China Information Technology Forum 2001 held today was one
of the major IT events in Beijing. It provided opportunities
for IT practitioners from the Mainland, Taiwan, Macau and Hong
Kong to share views and knowledge on areas of common interest.
During his stay in Beijing, Mr Wong will also visit Tsinghua
University, The Chinese Academy of Sciences, and Zhong Guan
Cun to meet his Mainland counterparts and to exchange views
and experiences with them.
Speaking at the forum as one of the keynote speakers today,
Mr Wong told his audience how the IT strategy of the HKSARG
had brought significant achievements to Hong Kong.
"The HKSARG first promulgated its IT strategy, the Digital 21
Strategy, in 1998," said Mr Wong. "Most of the planned initiatives
of the Strategy had been successfully completed with significant
achievements."
The HKSARG revised the strategy to keep pace with the ever-changing
technological landscape and published in May this year the 2001
Digital 21 Strategy.
The revised strategy aims at building on Hong Kong's early success
in establishing a solid foundation for the use of IT to position
Hong Kong as a leading e-business community and a global digital
city.
"We have successfully developed the necessary infrastructure
for conducting e-business, including telecommunications infrastructure,
regulations and legislation, public key infrastructure and certification
authorities" Mr Wong said.
"We will continue to enhance our world class e-business infrastructure."
He noted that the HKSARG was committed to leading by example
in the use of e-business so as to develop an efficient and effective
e-government.
The Government's target is to increase the e-option for government
services amenable to electronic mode from 65 percent to 90 percent
by end 2003.
Since the launch of the Electronic Service Delivery (ESD) Scheme,
the Hong Kong community can obtain a wide range of services
from various government departments and agencies through the
Internet or public kiosks. The Government will continue to roll
out more ESD applications.
The HKSARG has also implemented a series of activities to improve
the IT awareness and knowledge of the community. Such activities
include the provision of public computer facilities and the
launching of IT appreciation programme.
Senior Systems Manager Mr Gary Lai of the Information Technology
Services Department also represented the HKSARG in the forum's
session on IT standardisation.
Mr Lai presented to the forum that the HKSARG had adopted the
ISO 10646 standard to establish the common Chinese language
interface for Hong Kong to facilitate the electronic communication
in Chinese.
