12 companies awarded contracts to provide IT professional services to Government

The Information Technology Services Department (ITSD) today (June 19) awarded 23 standing offer agreements to 12 companies in the tender for the provision of information technology (IT) professional services to Government departments.

The 12 contractors will provide IT professional services as and when required by Government departments during the 30-month period of the agreements, which will be effective from June 27, 2002 with an option to extend for not more than 18 months.

The companies are selected based on pre-determined evaluation criteria and marking scheme with weighting factors of 70 per cent for quality while 30 per cent for price assessment as stated in the tender document.

Most of the selected companies will also engage sub-contractors for delivering the services, and there will be a total of 62 sub-contractors. This will provide opportunities for many IT companies, including SMEs, to participate in Government IT projects. This will help drive the development of the IT industry.

These 12 companies enter separate agreements with the Government for up to four categories of services, which are: general system development and maintenance services; web publishing services; office systems and network implementation services; and IT security services.

Within each category of services, IT projects will be classified into two groups. Group 1 projects typically address basic business requirements while Group 2 projects typically involve more stringent requirements to cater for stronger impact on the business, higher complexity and greater project risks.

A company can bid to enter into agreement in either Group 1 or Group 2 services under a category but not both.

These IT professional service agreements are non-exclusive and Government departments can acquire professional services to undertake IT projects through other means under Government procurement regulations.

"The arrangement for these agreements is part of the Government's IT outsourcing strategy to enlarge the capacity for IT service delivery and to accelerate the delivery of IT solutions," said the Director of Information Technology Services, Mr Alan Wong Chi-kong, in the agreement signing ceremony today.

"The strategy also meets our objective of creating a market of sufficient size to encourage the further development of the IT industry locally," he added.

ITSD invited tenders for the provision of professional services to undertake IT projects in the Government under the IT Professional Services Arrangement on September 7, 2001 and the tender invitation was closed on October 19, 2001.

The tender attracted 153 proposals from 76 companies who were bidding for one or more of the four categories of IT professional services.

The tender results are summarised as follows:

Category A - General system development and maintenance services;
Category B - Web publishing services;
Category C - Office systems and network implementation services; and
Category D - IT security services.

Group 1 - Projects typically address basic business requirements; and
Group 2 - Projects typically involve more stringent requirements to cater for stronger impact on the business, higher complexity and greater project risks.
