Tenders invited for provision of IT services to the Government

The Office of the Government Chief Information Officer (OGCIO) today (March 11) invited tenders for the provision of professional services to undertake information technology (IT) projects in the Government under the Standing Offer Agreement for Quality Professional Services (SOA-QPS).

The SOA-QPS covers four categories of IT services, namely pre-implementation and independent programme/project management services; on-going services; implementation and full system development life cycle services; and information security services.

The SOA-QPS is a replacement of the existing Information Technology Professional Services Arrangement (ITPSA) scheme, which will expire in December 2005. Up to 44 standing offer agreements will be awarded for all the categories for a contract period of 42 months.

A spokesman for the OGCIO said that the new scheme would further reinforce the Government's IT outsourcing strategy by enlarging the delivery capacity for IT services and accelerating the delivery of IT solutions. It would also help create a market of sufficient size to encourage further development of the local IT industry.

"A major characteristic of the SOA-QPS is that the scheme will place more emphasis on service quality and innovation. A marking scheme with 70 per cent weighting on quality and 30 per cent on price will be adopted for selecting tenderers for the award of standing offer agreements.

"Furthermore, the number of standing offer agreements has also been increased from 23 in ITPSA to a maximum of 44 in SOA-QPS. This would further increase the opportunities for participation by IT contractors, including the small and medium enterprises.

"A number of improvement measures were also introduced in the new scheme to further improve the efficiency in the provision of IT services," the spokesman said.

Tender proposals should be placed in the Government Secretariat Tender Box at the lift lobby of the lower ground floor of the Central Government Offices (East Wing), 20 Lower Albert Road (at its junction with Garden Road), Hong Kong before 12 noon on April 22, 2005. Late tenders will not be accepted.
