The Standing Offer Agreement for Quality Professional Services (SOA-QPS) is part of the Government's IT outsourcing strategy aiming to enlarge the delivery capacity for IT services; accelerate the delivery of IT solutions; and create a market of sufficient size to encourage the further development of the IT industry locally. It is the replacement of the Information Technology Professional Services Arrangement (ITPSA) that expired in December 2005.
Under the SOA-QPS, 40 standing offer agreements (SOAs) have been awarded to 22 companies. The SOAs commence on 28 December 2005 for a contract period of 42 months.
The 22 contractors provide to the Government four Categories of Services: (Service Category 1) pre-implementation & independent programme / project management services; (Service Category 2) on-going services; (Service Category 3) implementation & full system development life cycle services; and (Service Category 4) information security services on an as and when required basis. The contractors are supported by 112 subcontractors (in PDF).
Within each Service Category, IT projects are classified into Minor Works Group and Major Works Group. For Service Categories 1, 2 and 3, IT projects in the Minor Works Group cover those with work assignment value not exceeding HK$1.3 million, while IT projects in the Major Works Group cover those with work assignment value over HK$1.3 million but not exceeding HK$10 million or IT projects that are deemed to be mission critical or high risk in nature with value not exceeding HK$10 million. For Service Category 4, the demarcation is set at HK$260,000 instead of HK$1.3 million taking into consideration the relative smaller size of projects under this Category.
