OGCIO provides support and services in fostering the development of the local IT industry. Through organising various awareness seminars and exhibitions targeting businesses on a sector specific basis, OGCIO encourages the adoption of e-business in the business community and the industry to enhance Hong Kong's competitiveness in the knowledge-based economy. OGCIO promotes the use of IT applications in SMEs, which make up more than 95% of the enterprises in Hong Kong. The OGCIO also works closely with the academia and the industry support organisations to explore readily affordable solution packages for e-business. Some major tasks include:

  • Liaising with the industry: Regular contacts in the form of networking hour and discussion forum with industry players, professional organisations and trade associations.
  • Facilitating SMEs in the tendering of Government IT projects through : Organising seminars to IT industry on the government tendering procedures and providing e-mail notification to the industry on approved Government IT projects.
  • Promoting common Chinese language interface : The Government published a new version of the Hong Kong Supplementary Character Set with reference font and input method for downloading by the public.
  • Conducting IT usage and penetration survey jointly with Census and Statistics Department. Conducting benchmark survey to take stock of the comparative status of utilising IT in the community.
  • Promoting information security.
  • Promoting E-Commerce and organising seminars on E-Commerce for local industries.

To serve as a window to IT industry players who are interested in providing products and services to the Government, a theme page called "Government IT Business Window" was set up to provide relevant information about Government's IT market.

Cooperation with Other Countries

To foster ties in ICT cooperation, the HKSAR Government has also established bilateral cooperation framework with other countries. The aim is to create synergy and establish mutually beneficial relationship among relevant government agencies and industry organisations to enhance ICT development in the respective economies, thereby enhancing our competitiveness and international status in the global knowledge-based economy.

The cooperation frameworks expressed in various forms, such as Memorandum of Understanding (MOU), Agreement, Arrangement or Joint Statement. Cooperation activities also take various forms, such as mutual visits, business matching activities, exchange of policy and regulatory information and so on.
