I. Introduction
The Government is committed to making Hong Kong a leader in the use of information technology. A key mechanism for achieving this objective is the Internet. The Government has taken a leading role in the use of the Internet for the dissemination of information by mandating the development of Government homepages and requiring that they be provided in English, traditional and simplified Chinese.
2. The Governmentˇ¦s objectives are that its homepages be designed to provide the relevant information in an efficient and effective manner and in a format that encourages access by the local and international communities.
3. These guidelines state the Governmentˇ¦s Internet information dissemination strategies and provide practical guide and useful information for producing and developing homepages for bureaux and departments. The guidelines will be revised from time to time to cope with the rapid changes in the Internet medium. An up-to-date version will be maintained at the Government Intranet (Central Cyber Government Office (ˇ§CCGOˇ¨) and ITG Infostation). A slightly adapted version of the guidelines for public reference is also hosted at the Office of the Government Chief Information Officer (OGCIO) website at http://www.ogcio.gov.hk. Glossary of Internet terms is available at http://www.matisse.net/files/glossary.html, http://www.ogcio.gov.hk/eng/itaware/eglomenu.htm,
http://www.sharpened.net/glossary/index.php and http://www.walthowe.com/glossary. This document is one of the specifications under the HKSARG Interoperability Framework (ˇ§IFˇ¨).
4. Bureaux and departments should also observe these guidelines as far as practicable when they develop and revamp their departmental Intranet websites.
