The seminar on "Good Web Page Design - Barrier Free is the Key" was held on 20 December 2004 at Room 401, Hong Kong Convention and Exhibition Centre, with the aim to provide audience the key design concepts and techniques to make websites accessible to people with disability, in particular the vision impaired. It was jointly organised by the Office of the Government Chief Information Officer (OGCIO) and The Hong Kong Council of Social Service (HKCSS). Over 180 audiences attended the seminar. Majority of them found the presentations useful and inspiring on improving web accessibility.

Digital technology opens new opportunities to those who are blind or print disabled as it can make all print publications accessible to them. It can lower the cost of converting and distributing content, allow libraries to share information more easily and provide better user experience for the blind and print disabled.

A set of good implementation guideline is the key to the success of web accessibility. The guidelines include planning, support from senior management, standards, tests and evaluations, and training. The requirement of resources and manpower is not great in the course of implementation.

The presentation will examine the major web accessibility obstacles for the vision-impaired people and how these obstacles can be removed. Design tips and an automatic web accessibility validator will be introduced.

Individuals with disabilities often encountered difficulties in computer access and thus affected their ability to perform web browsing. In this presentation, we aim to share our experience in using assistive technology for computer access and discuss the concerns in web design towards a more accessible environment for internet browsing.

This presentation discussed "eLife and Web accessibility", how to create a website catering for specific needs of people with visual impairment, and how to increase opportunities of all people by the accessible website.

The speaker discussed the special accessibility features in GovHK and how GovHK has gone far beyond basic accessibility to create a website that is truly inclusive. Optimizing GovHK to improve search engine rankings and the use of a Web Content Management System in ensuring a consistent user experience in GovHK were also discussed.
