The Digital 21 Strategy is the blueprint for the development of information and communications technology (ICT) in Hong Kong. It is updated regularly to take into account technological advancement and changing needs of the society.

To further our education effort to the general public on information security, the Office of the Government Chief Information Officer (OGCIO) has published in August 2005 a leaflet entitled "Three Smart Tips to Clean Your PC". The aim is to specifically convey the "how" to the general public so that they know what to do to protect their computers. The "how" would be three simple steps listed as follows:

• Scan with anti-virus software
• Protect with personal firewall
• Apply security patches regularly

To arouse the public's concern over the importance of information security, the Office of the Government Chief Information Officer has published in June 2005 a leaflet and poster entitled "Be a smart Internet User". So be a smart Internet user, equip yourself against computer crimes.
