The Government of the Hong Kong Special Administrative Region plays two essential roles in relation to computerisation. It acts as a facilitator for building up the necessary and favourable infrastructure so that the information technology (IT) industry can operate and support other industries effectively. It also acts as a user of IT to support its own operational and managerial needs.

It is the Government's established policy that full advantage should be taken of modern IT. Some relevant figures concerning computerisation in the Government are as follows :

o Percentage of staff with PC (June 2008) : 93.46%

o Percentage of staff with Internet access (June 2008) : 93.45%

o Percentage of staff with internal e-mail access (June 2008) : 74.74%
