The Government deploys three grades of IT staff. They are the Analyst/Programmer grade, the Computer Operator grade and the Data Processor grade.

Analyst/Programmer grade staff conduct information systems studies, design, implement and maintain application systems, provide technical support, and manage IT projects. In addition, they also help develop IT infrastructure and set standards, foster the development of the IT industry locally, and promote and facilitate the wider use of IT in the community. Currently, 42% of the 755 Analyst/Programmer grade staff is on the OGCIO's establishment and the remaining 58% is on the establishment of other 46 government departments.

Computer Operator grade staff handle site preparations and the operations of mainframe and mid-range computer systems installed in the OGCIO and other departments, and also participate in PC/LAN/network administration/support and security monitoring, while Data Processor grade staff handle data-entry from hard copy onto computer readable media. Staff of these two grades are mainly on the establishments of the various government departments. Only about 26% of the 450 Computer Operator grade staff and 33% of the 189 Data Processor grade staff are on the establishment of the OGCIO, mainly handling OGCIO Central Computer Centre computer operations and data preparation services respectively.

To complement the work of the IT staff, the OGCIO has an establishment of 14 Management Services grade staff. They conduct business process re-engineering studies, plan, monitor and control the funding of IT projects, and perform post-implementation reviews.
