Terms of Reference

Objective of the Task Force

To formulate strategies and initiatives to enable the Government to provide people with services they need in an efficient, convenient manner by using ICT appropriately

Responsibilities

The main responsibilities of the Task Force are identified as:

  1. Definition & Positioning
    • To define scope of government services that ICT could be employed to increase customer satisfaction and improve the convenience and efficiency of public service delivery.
    • To identify the issues in the delivery and usage of e-government services.
  2. Benchmarking
    • To identify relevant indicators, parameters and benchmarks for measuring the user-friendliness and efficiency of e-Government service delivery with reference to the best practice in overseas governments and reputable commercial organizations in Hong Kong.
  3. Identifying Scope for Improvement
    • To sharpen the focus and define framework of actions.
  4. Devising Initiatives and Programmes
    • To devise and prioritise the e-Government service delivery initiatives and programmes.
    • To advise and make recommendation to relevant stakeholders.
