Assistant Government Chief Information Officer (Special Projects Division)

Main Duties and Responsibilities :

1. To head the Special Projects Division and oversee its operation;
2. To steer and oversee the implementation of Hong Kong Health Code (HKHC) System to ensure its smooth deployment, and spearhead the development of IT systems with relevant government bureaux and departments (B/Ds) to facilitate single-trip / round-trip cross-boundary travelling between Hong Kong and the Mainland / Macao;
3. To collaborate with B/Ds and authorities of the Mainland and Macao in formulating strategies and implementing future cross-boundary travel schemes; and collaborate with the European Union (EU) in implementing mutual recognition of vaccination / testing / recovery records under the EU Digital COVID Certificate framework;
4. To oversee the services provided by “LeaveHomeSafe” exposure notification mobile app and “QR Code Verification Scanner” mobile app as well as the system enhancements;
5. To lead and oversee the Home Quarantine Programme Office in providing location monitoring through electronic wristbands and “StayHomeSafe” app, and rendering enquiry and support services for those under compulsory quarantine requirement;
6. To co-ordinate with B/Ds and advise in implementing the online booking/registration services for the territory-wide programmes and economic recovery measures; and
7. To perform any other duties as directed by GCIO and DGCIO.
