Deputy Government Chief Information Officer 

Main Duties and Responsibilities :

To assist and deputise for the Government Chief Information Officer in:

  1. formulating and overseeing strategies and initiatives to facilitate the development of information and communications technology in Hong Kong;
  2. overseeing the implementation of measures to facilitate the development of smart city in Hong Kong;
  3. formulating strategies and implementing initiatives to promote the development of the local information technology (IT) industry including support for startups and SMEs and collaboration with the Mainland and overseas;
  4. facilitating the development of electronic transactions in Hong Kong and overseeing the Electronic Transactions Ordinance;
  5. formulating strategies to foster IT infrastructure development (such as data centre) in Hong Kong;
  6. drawing up programmes and initiatives on digital inclusion, including public Wi-Fi services;
  7. developing and providing centralised government IT services and common systems;
  8. formulating and executing government-wide IT strategies and advising government bureaux and departments (B/Ds) in their formulation of departmental IT strategy in addressing their respective policy objectives;
  9. developing and maintaining the management frameworks, standards, processes and guidelines to assure security, interoperability and effective use of IT across the Government;
  10. assisting B/Ds to plan and execute their IT and data-centric initiatives in a more agile, cost-effective and joined-up manner;
  11. providing advice on government IT investments and overseeing the processing of funding applications under Capital Works Reserve Fund Head 710 (Computerisation);
  12. facilitating the procurement of IT-related products, services and technologies; and
  13. performing the Grade Management functions for the Analyst/Programmer, Computer Operator and Data Processor grades, and developing a long range human resource plan for the government IT profession.
