Competence of IT Professionals

Under the Qualifications Framework (QF), the ICT Industry Training Advisory Committee (ITAC) was formed in July 2005. It comprises major stakeholders of the industry, including representatives of employers, employees and professional bodies. ICT ITAC helps to draw up IT industry’s competency requirements and standards, known as Specification of Competency Standards (SCSs). The SCS mainly comprises the competency standards required at various levels of the QF. These competency standards represent the industry benchmarks for the skills, knowledge and attributes required to perform a job at a certain level. The SCS, in the form of Units of Competencies (UoCs), provide not only quantitative and qualitative specifications on competencies required for specific tasks, but also the integrated outcome standards required.

In 2008, the ICT ITAC has identified the SCS for the Software Products and Software Services branch of the Information and Communications Technology Industry. It mainly comprises the competency standards required for the present operations and the future developments of the industry. The 8 major functional and competency areas in the SCS for Software Products and Software Services are:

  • Strategic Management;
  • Project Management;
  • Architecture;
  • Information Security;
  • Design, Development, and Maintenance;
  • Operations and Support;
  • Quality Assurance; and
  • Generic Skills

In 2011, the ICT ITAC has identified the SCS for the Communications and Information Services branch of Information and Communications Technology Industry. It mainly comprises the competency standards required for the present operations and the future developments of the industry. The 4 major functional and competency areas in the SCS for Communications and Information Services are:

  • The Network Infrastructure and Operation;
  • Product and Service Life Cycle;
  • Customer Relationship Management; and
  • Strategic / General Management

In 2017, the ICT ITAC has identified the SCS for Information and Communications Technology Operation and Support ( "ICT SCS (O&S)" ). It mainly comprises competences required for operation and support for ICT systems and equipment commonly used by all organisations regardless of their size and nature of business. The 7 skill areas (Core Skills and 6 Support Areas) in the SCS for Operation and Support are:

  • Core Skills;
  • Application Support;
  • Messaging Support;
  • Network Support;
  • Security Support;
  • System and Hardware Support; and
  • Web Support

In 2017, the ICT ITAC has drafted the SCS for Digital Media Technology (DMT) Branch of Information and Communications Technology Industry ( "SCS(DMT)" ). It focuses on competencies relevant to 4 main streams of Digital Media content production that are most common in Hong Kong (i.e. computer games production, computer animation production, digital audio and visual production, and interactive media production) and mainly comprises the competency standards required for the present operations and the future developments of the industry. The 5 major functional and competency areas in the SCS for Digital Media Technology are:

  • Operations Management;
  • Strategic Management;
  • Marketing Management;
  • DMT Architecture; and
  • Content Security

In uplifting professional qualifications, the OGCIO works in collaboration with the ICT ITAC to foster the IT industry in adopting the SCSs under the Qualifications Framework.
