e-Government Infrastructure Services

With the objective to facilitate government bureaux and departments to sustain e-Government initiatives, the OGCIO established a common infrastructure platform, code-named e-Government Infrastructure Services or EGIS, in 2004, for the shared benefit of all government users to develop and deploy the next generation citizen-centric e-Government services.

The EGIS offers an innovative centrally-managed infrastructure service to complement the existing central IT infrastructure of the Government through a handy service platform for delivering Government-to-Citizen (G2C) and Government-to-Business (G2B) services. It obviates the needs for individual government bureaux and departments to build their in-house infrastructure facilities and thereby reducing the development lead time of their new electronic public services.

The EGIS provides two key types of services to government bureaux and departments, namely Application Hosting Service and Shared Services.

The Application Hosting Service offers a centrally-managed Internet infrastructure to provide a reliable and secure web application hosting platform for delivering e-Government services to the public by government bureaux and departments.

The Shared Services offers a set of message-based common application infrastructure services for supporting the e-Government services to:

  • Collect on-line payment
  • Send and manage outgoing notification to public through Internet email
  • Exchange data and application messages between government IT systems as well as with external business partners
  • Check the validity of digital certificates issued by Recognized Certification Authorities of Hong Kong

To meet the increasing demands from government bureaux and departments in hosting their citizen-centric e-Government services, the OGCIO has conducted regular enhancements on the EGIS platform to enrich the hosting capacity and features over the past decade. The last major enhancement was completed in 2013.
